Summary
Update the SHEN interest rate parameters to reflect the same rates as for the other markets (such as ADA, AGIX, WMT, MIN).

Reasoning
The SHEN interest rate model is currently not aligned with the other markets. (stablecoins have their own interest model)

Proposed changes:
Base Rate: From 2% to 3%
UtilMultiplier: From 25% to 40%

The proposed update will change SHEN’s interest rates to the following:
